The Government of India has launched the Central Government Health Scheme for Central Government employees and pensioners(including their dependents). Through this scheme, various kinds of medical facilities are being made available to them which include OPD treatment, specialist consultation, investigation, etc. For availing the benefit of this scheme the beneficiary is required to pay a certain amount of contribution. The government has been implementing this scheme for the last six decades. Beneficiaries are offered comprehensive medical care through this scheme.

Presently 38.5 lakh beneficiaries are covered under the Central Government Health Scheme across 74 cities in India. Soon the government is going to cover the left-out beneficiaries. The beneficiaries can also avail of indoor treatment at Government and empanelled hospitals through this scheme. Beneficiaries can get homoeopathic, ayurvedic, Unani, or allopathic medicine through this scheme.

Objective Of Central Government Health Scheme

The main objective of the Central Government Health Scheme is to provide healthcare facilities to the employees and pensioners of the Central Government. Various kinds of medical facilities are available for the beneficiaries through this scheme. For availing the benefit of this scheme beneficiaries are required to make a certain amount of contribution. Facilities like OPD treatment, specialist consultation, investigation, etc can be availed through this scheme. Not only allopathic medicine but homoeopathic, ayurvedic, and Unani medicine are also provided to the beneficiaries through this scheme.

Revamp Of Official Website And Mobile App

The health ministry has decided to revamp the Central government health scheme’s official website and mobile app. The minister of health Mansukh Mandaviya launched and revamped the website of the Central government health scheme on 24 January 2024. Through this revamp the website can be linked with the mobile app which will help in taking timely steps toward catering to India’s increasing digital penetration. The new website has various updated features which will help beneficiaries. Newly provided features on the website include Tele consultation, expert advice etc. This website will further increase the outreach to the beneficiaries.

The website has been developed following the guidelines for the Indian government website and has a very user-friendly feature which includes aid for visually impaired persons like audio play of the text and option to increase the font size. Some Important Points Regarding Central Government Health Scheme For Pensioners

  • The pensioners can get their Central Government Health Scheme pensioner card either by making contribution on annual basis or by making contribution for 10 years with lifetime validity
  • Any pensioner who is eligible to receive the benefit of this scheme but still not made their plastic card then the rate of contribution for such beneficiaries will be with the reference to the level of pay that he or she would have drawn in the post held by him or her if she continued to be in service now
  • The contribution which is made by the pensioner would be the amount that were subscribing at the time of their retirement or at the time of death of the government servant
  • All those pensioners who have obtained plastic card with lifetime validity then those beneficiaries are not required to pay any additional amount
  • The entitlement of those pensioners who have availed lifetime validity will not be changed
  • Those pensioners who are contributing on the annual basis and wish to continue to avail the benefits of the scheme are required to contribute at the revised rate up to the time of contribution needed to cover a period of total 10 years

Plastic Cards Under Central Government Health Scheme

Plastic cards will be provided to the beneficiaries and dependents of Central Government Health Scheme. This card will contain a photo and unique beneficiary id number which is required to be produced at the service point in order to avail the facilities. The beneficiary is required to safely keep this card. If the card is lost then the beneficiary is required to inform the police and the authorities. A duplicate card can be obtained against the lost card by applying for it to the concerned additional director along with a copy of FIR. The beneficiary will be charged Rs 50 for it

Pensioners Residing Out Of Covered Cities

All those pensioners who are residing outside the covered area have the option to opt for a regular Central Government Health Scheme Card or an indoor treatment card with the fixed medical allowance from the nearby covered City. Indoor treatment cardholders will not be eligible for any kind of OPD treatment and issue of medicines from the wellness centers

Transfer Of CGHS Cards

If the serving beneficiary is transferred from one department to another in the same city then the same card will continue to be used. The new department will duly inform Central Government Health Scheme authorities so that necessary changes can be made in the database. If the transfer of beneficiary is done in some other City then also the same card will continue to be used. The employee is required to submit an application along with the transfer orders to the AD of the present CGHS City for transfer cards to the new city of posting. The card will be transferred to his new city of posting. After joining the new city the beneficiary will submit the application with supporting documents to the AD of that city in order to validate his card.

Validity Of Central Government Health Scheme Card

  • The Central Government Health Scheme card will be valid till the date of retirement of the employee if otherwise the employee is eligible
  • If the pensioner is making yearly payment so in order to continue the validity the contribution is to be made prior to completion of the continuing year
  • If a service employee is transferred to a non CGHS covered area then the service card will be valid for the family members up to 6 month after transfer provided that the contribution for 6 months is made
  • In all the covered cities the Central Government Health Scheme card is valid for treatment investigation and hospitalization
  • Transit permit is not required to take for getting treatment in another City except receiving high value medicines classified as life saving or restricted supply medicines
  • A temporary attachment is also required to be submitted to wellness Centre

Addition Or Deletion Of Names In Central Government Health Scheme Card

  • If the main card holder dies then the card becomes invalid and fresh card has to be applied for the spouse after he or she starts drawing the pension
  • A death certificate and old card is required to be attached with the application
  • Serving employee on the birth of his or her child or marriage will get the names of spouse or child added to the card after submitting the form
  • If the spouse dies or son/daughter/dependent dies/marries/employed then it is the responsibility of main card holder to inform to the authorities about deletion of name from the card

Note: A serving employee can also get a pensioner card along with his pension papers. On the day of retirement, the pensioner card will be issued provided that it was applied for at least six weeks before retirement. The card will activate from the next day of issue.

Procedure Of Referral

  • OPD consultation can be availed by all the beneficiaries in the CGHS covered cities from the specialist in any government hospital without any need of referral
  • All those beneficiaries whose age is below 75 years can seek for OPD consultation from the specialist in the empanelled hospital after medical officer or CMO incharge of wellness Centre refers them
  • Referral is valid for one month till 3 OPD consultation
  • After the consultation the beneficiary is required to report to the concerned wellness Centre and the medical officer of CMO in charge will endorse the investigation and issue medicine
  • All the beneficiaries whose age is above 75 years can directly avail OPD consultation without any referral

Permission For Treatment Procedure

  • For treatment in empanelled diagnostic centres or hospitals no permission is required if the treatment is prescribed by the medical officer or CMO incharge or government hospital specialist
  • The listed investigations or treatment procedure is required to be endorsed by the referring medical officer or CMO incharge
  • After referring a referral ID would be generated online which is required to be presented in the empanelled diagnostic Centre or Hospital
  • For unlisted investigations or treatments permission is required to be taken

  • Referral letter/referral ID from CGHS medical officer/CMO incharge or prescription from government hospital specialist
  • Copy of CGHS card of patient and main card holder

Hospitalization Under Emergency

  • In case of emergency the beneficiaries can be admitted to any government or private hospital
  • The reimbursement will be as per the Central Government Health Scheme rates
  • In certain specific cases full reimbursement will be allowed on the recommendation of Technical standing committee
  • In the emergency cases the private hospital have to issue a certificate in which the detail of the condition of the patient should be stated at the time of admission justifying the emergency
  • The empanelled hospital cannot refuse the admission in emergency to the beneficiaries and have to provide cashless treatment to the beneficiary

Indoor Treatment In Empanelled Hospital

  • Following things include in treatment procedure at empanelled hospital:-
    • Preoperative investigation
    • Two pre operative and two post operative consultation
    • Room charges as per entitlement
    • Medicine and all such facilities during admission period
  • The cost of stents, implants etc is reimbursed as per ceiling rate for Central Government Health Scheme or actual whichever is lower in addition to package rate
  • The pensioner will be provided credit facility by the hospital
  • The serving employee will charge as per the rates.
  • No extra charge will be charged from the beneficiary above the package rate except if the beneficiary opts for costlier implant or device other than the approved one. This extra amount will reimburse to the beneficiary.

Claim Submission Under Central Government Health Scheme

  • If the treatment of done in emergency in the non Empanelled hospital/expenditure incurred for treatment in empanelled hospital beneficiary is required to submit medical reimbursement claim
  • This claim is to be submitted within 3 months of discharge from the hospital
  • The serving employee has to submit the claim into the concerned department
  • Pensioner beneficiary have to submit the claim to the CMO of the Central Government Health Scheme wellness Centre
  • The claim is to be submitted in duplicate in the prescribed form
  • Upon verification of the claim if the claim is found to be complete with all the documents then an acknowledgement will be generated with claim number
  • Beneficiary can track status of complaint using the claim number
  • At each stage of MRC proceeding SMS will sent to the beneficiary

  • All the Central Government employees paid from the central civil estimates including the dependent family members residing in Central Government Health Scheme covered areas (excluding railways and Delhi administration)
  • Civilian employees of defence who are paid from defence service estimates
  • Railway board employees
