All those students who are studying medical, engineering, agricultural and allied, nursing, diploma, and different trades in ITI in government institutions of the state can be able to take benefit from this scheme. Beneficiaries can apply for this scheme from a common scholarship portal. Tuition fees, Annual fees, one-time fees, hostel charges, and any other fees deposited by the student will be refunded into the bank account of the beneficiary through direct benefit transfer mode.
09th Jan 2024 Update:- Odisha govt begins registration for KALIA Scholarship Scheme, apply by Jan 31
The Odisha government launched the online registration process for students from farming families on Tuesday as part of the expanded “KALIA Scholarship” program. Student registration will run through January 31. In the interim, the government changed the program’s rules and will now award scholarships to students enrolled in technical and professional programs at private universities both inside and outside of the state.
The government is dedicated to helping youngsters in professional and technical institutions to improve the future of farmers’ families. By the revised guidelines, which were made public on Monday, scholarships will be awarded to students enrolled in professional and technical programs at ITIs in government or private institutions with an AISHE (All India Survey on Higher Education) code, as well as in elite universities both inside and outside of states, such as the IITs, NITs, AIIMS, IIMs, ICAR, IARI, IISER, NISER, IVRI, CIFE, and NDRI, among others.
It was previously solely given to farmer’s children enrolled in state government institutions. For postgraduate courses, the scholarship will be awarded for a maximum of two years, and PhD courses, for four years. According to an official announcement, the Ph.D. programs must be connected to the approved post-graduate courses exclusively at state government universities.

Implementation Of KALIA Scholarship
- The Government of Odisha has launched a common scholarship portal. Through this portal, students can apply online for getting a scholarship
- The implementation of the KALIA Scholarship will be done by the Department of Agriculture and farmers’ empowerment
- If the student is found to have obtained the scholarship by some false statements then the scholarship sanctioned in favor of the student will be liable to be canceled
- Under the Kalia scheme a state-level committee, implementation committee, and district-level committee were formed which will review and monitor the implementation of this scheme. This committee can also suggest changes that are required
- Under this scheme tuition fees, Annual fees, one-time fees, hostel charges, and any other fees which are deposited by the student into the college or university, or institution will be refunded into the bank account of the concerned student through the direct benefit transfer method. Only the caution money will not be covered under this scheme
- Mess or hostel charges of Rs 1200 per month and Rs 1000 per month will be provided for 10 months to the beneficiaries

Disbursement Of KALIA Scholarship
- For inviting applications the department is going to publish advertisements in the local dailies and on the website.
- No physical application will accept
- Students have to apply through the online portal
- Students are required to keep a copy of their application for their reference
- The student is also required to give consent on the following points:-
- Parents being beneficiaries of KALIA Yojana
- He or she is not getting any other scholarship
- The student is interested to shift from the existing scholarship to a Kalia scholarship (if he or she is availing of any other scholarship)
- In order to get the scholarship student is required to fulfill all the prescribed conditions along with validation and authentication by the principal or head of the institution in an online mode
- This scholarship will be paid by the agriculture and farmer empowerment department through a direct benefit transfer mode
- To get the scholarship student should have an active valid account in the scheduled bank which has an electronic clearing system or core banking facilities
- The bank account should be in the name of the applicant only
- The student is required to enter the bank and branch name, savings bank account number, and IFSC code carefully during filling out the application form
- Those applications which are not validated or authenticated by the institute within the stipulated time will be treated as invalid
Responsibilities Of Head Of The Institution
- The department is going to provide the user id and password to the head of the institution for online verification of the applications
- It is the responsibility of the head of the institution to ensure the genuineness of students by checking all the details
- The Head of the institution is required to verify the name of the parent with the help of a high school certificate
- A student’s status of day scholar or hosteller is also to be verified by the head of the institution
- It is the responsibility of the head of the institution to ensure that the student is not getting a scholarship under any other scheme
- The verified applications will be forwarded to the chief district agriculture officer
- In case of double application, only a single record will be authenticated
- The scholarship amount under this scheme will be automatically renewed if the student achieves satisfactory performance

Responsibilities Of Chief District Agricultural Officer
- The department is going to provide a user id and password for the scholarship portal to the chief district agriculture officer
- After receiving the recommendation from the principal or head of the institution the chief district agricultural officer will verify that the parents of the student is the beneficiary of Kalia Yojana or not
- After authenticating the chief district agriculture officer will disburse the amount of scholarship into the bank account of the student

- The director of agriculture and food production is responsible for preparing reports
