Applicant must be a permanent resident of West Bengal
The applicant should not have been punished under any criminal offense
Those youths who are interested in opening a new business and have new ideas in order to create self-employment for themselves and others can apply for this scheme
Youths having to possess a technical degree from recognized institutes can also apply under this scheme
ITI pass-outs or diploma holders can also apply under this scheme
