Karkhandar Scheme 2024

The Karkhandar scheme was introduced by the government of Jammu & Kashmir to grow the craft industry in the Union Territory. It strives to assist Jammu and Kashmiri artists. The Department of Handicrafts & Handloom, Kashmir, will implement the program on a trial basis. It is a significant decision that will breathe new life into UT’s craft industry, especially the dying crafts. Need for Karkhandar Scheme

People who work in the craft industry are taken advantage of, which forces them to give up their craft employment and puts them in a cycle of poverty and pessimism. The Karkhandar Scheme for Development of Craft Sector has been launched by the J&K Government in an effort to advance their learning methods, increase their earnings, and foster entrepreneurial skills in them.

Karkhandar Scheme Vision

The Jammu & Kashmir Karkhandar scheme would identify and provide skill-upgrading training in crafts including walnut wood carving, silver filigree, carpet, Kani shawl weaving, Khatamband, and Papier Machie crafts that are experiencing a shortage of human resources. As determined by the individual Assistant Directors of the Handicrafts & Handloom Department, additional crafts will also be given fair consideration. According to how well the scheme is received in each craft, the number of craft centers allotted to that craft may be transferred to others. For the six-month period, there should be a minimum of one and a maximum of five training programs per craft.

Financial Assistance Offered Through the Karkhandar Scheme

  • Each trainee will receive Rs. 2000 each month. However, the stipend will be paid in two installments: Rs. 1000 will be paid through a personal bank account, and the remaining sum will be distributed after the probationary period or practical training session has been successfully completed.
  • Karkhandars would be granted Rs. 2000 per trainee each month for logistical costs in addition to an honorarium for deserving students. However, these won’t be given out until it’s determined that the trainees have acquired the required degree of expertise. The trainees will be assessed using a qualifying framework that has been accepted and is designed for skill upgradation level.

Eligibility Criteria for Jammu and Kashmir Karkhandar Scheme

The applicants applying for Karkhandar Scheme must fulfill the following eligibility criteria

  • The initiative takes into consideration deserving trainees from coaching centers or previous learners.
  • A large Karkhana can have up to 10 trainees, whereas a small Karkhana requires a minimum of 5 trainees.
  • Languishing crafts are not covered by this clause.
  • Those that require assistance with their finances
  • Jammu and Kashmir-based artisans

Karkhandar Scheme Application Process Methodology

  • Meritorious pass-out trainees or former trainees of the departmental training facilities shall be identified and encouraged to choose registration under the Karkhandar Scheme, as stated in Annexure A.
  • Such trainees will receive registration cards.
  • Under the Jan Dhan Yojana, bank accounts for trainees would be opened.
  • As stated in Annexure B, the Handicrafts and Handloom Department will identify registered Karkhanas or Karkhandars who are prepared to accept former trainees or pass-out trainees into their Karkhana.
  • A complete database of the identified trainees, including their Aadhar, EPIC, and bank account numbers, would be kept.
  • The selected Karkhandar is responsible for providing the necessary logistics, such as the tools, equipment, looms, raw materials, space, and so forth. For the cost of the logistics necessary to properly operate the training program, these Karkhandars will get a lump sum payment of Rs. 25,000 each in two installments.
  • After successfully completing the course, the trainees can form cooperatives, and all necessary assistance or supervision will be given to them so they can accomplish the scheme’s goal.
